A commercial tow boat rescued two of the people from the water about a half-mile off Harvey Cedars on Long Beach Island, according to the U.S. Coast Guard, which knocked down 95 percent of the fire.
The Coast Guard used a pump and hose to mostly contain the blaze, but the wind prevented them from fully extinguishing the flames.
A New Jersey State Police marine unit towed the boat to shore, where the Surf City Volunteer Company finished putting out the fire, officials said.
A tow boat contractor removed the vessel from the water Saturday night.
